Nobody Voted to Switch Off Jodrell Bank
Twenty-eight jobs. Nearly three thousand researchers who use the facility. One date, 1 April 2028, when every scientific observation at Jodrell Bank Observatory stops, unless someone finds the money nobody at UK Research and Innovation felt was theirs to find. The sum in question is £2.8m a year, which UKRI could not locate inside a budget of just under £10bn. That is 0.028 per cent of the total. Somewhere in Swindon, a spreadsheet balanced.
Jodrell Bank has been listening to the universe since 1945. The Lovell telescope, Grade I-listed, tracked Soviet missile launches through the tensest years of the Cold War — the sort of history that should make a defence minister nervous about scrapping it by memo. It trained the astronomers who now run radio astronomy departments across the country. In 2019 Unesco gave it World Heritage status, an honour usually reserved for things governments then try quite hard not to demolish. This one they are demolishing by omission: the funding agreement simply lapses, the dish keeps standing, the science stops.
The people who made this decision are not, in any sense a voter would recognise, accountable to you.
UKRI is a non-departmental public body; the actual cut was executed by the Science and Technology Facilities Council, which UKRI funds, in response to cost overruns elsewhere in its physics and laboratory programme. No minister stood at a despatch box and said "I am closing Jodrell Bank." No select committee voted on it. The phrase doing the work in UKRI's statement is that funding must go to research delivering "the greatest long-term impact" — which sounds like a criterion and is actually a permission slip, since nobody has to show you the sum they did to reach it. This is the pattern this column keeps finding wherever it looks: the number is public, the decision is not political, and the person you'd write to about it doesn't exist.
There is a real case for saying so, and it deserves stating plainly rather than knocked down early for sport. Science budgets are finite. Costs in physics research and lab running have genuinely escalated, and a funder juggling a fixed pot has to choose between an ageing observatory with a training mission and newer fields — quantum, whatever promises the industrial payoff ministers can point to at the next spending review. Every pound kept at Jodrell Bank is a pound not spent on something UKRI's committees judged more likely to seed a future industry. That is not an unreasonable way to run a limited budget. It is the correct way to run a limited budget, if the ledger you're working from contains every cost.
It doesn't. The £2.8m saved appears in this year's accounts. What doesn't appear anywhere is the cost of Britain losing the only place it trains people in radio astronomy from scratch, at the exact moment the field is entering what most of the scientists working in it call a golden age. The Square Kilometre Array — the largest radio telescope project on Earth, under construction across South Africa and Australia — is headquartered at Jodrell Bank. Britain is paying into that project and into the European Space Agency on the strength of a domestic capability it is simultaneously switching off. Prof Michael Kramer, who runs the Max Planck Institute for Radio Astronomy and used to work at Jodrell Bank, put it to the BBC more bluntly than I would dare in print: internationally, people will look at this and hardly believe it. You are the country that pioneered the field, hosting the headquarters of its next flagship instrument, cutting off your own ability to use it.
None of that shows up in UKRI's spreadsheet because nobody's spreadsheet has a line for "loss of a research pipeline nobody else in the country can replace." The costs of inaction never get audited; only the costs of action do. It is the same trick the Treasury plays on infrastructure and on housing: cancel the thing, book the saving, and let the deficit it creates land on a ledger with someone else's name on it, twenty years from now, when nobody can trace it back to a committee minute from 2026.
The irony, if you want to call it that, is closer to bad management than to fate. Britain is bankrolling the world's biggest radio telescope and putting its command centre in Cheshire while turning off the lights on the observatory next door that built the expertise the whole project depends on. It's a bit like sacking your apprentice the week before the big contract lands, on the grounds that apprentices are expensive. The Lovell telescope will still be there in 2028, tilted upright on its steel cradle, Grade I-listed and world heritage-listed and pointed at nothing, a monument to a country that kept the building and cut the reason it existed.
